PDFMate Free PDF Merger is a free utility that allows you to join two or more PDF documents into a single file.

The application also lets you convert images into PDF, supporting JPG, JPEG, PNG, TIF, TIFF, and BMP formats.

The program's interface is straightforward, well-structured, and working with it is easy since all the options appear on the same screen. PDF merging takes actually three steps; you add the files you want to merge, adjust a few parameters for the output file, and start the merging process. The files you select are added to a list where you can easily order them, and, in case of PDFs, you can even select the pages or page range that you want to join with other documents. Other settings that you can adjust include page layout and orientation, and also the security options, that is, you can set a password to open or allow copying, editing or printing of your PDFs.

The application works really well and is able to process documents fast and with precision. Even better is the fact that the PDFs created with it do not include ads or watermarks, as is often the case with most applications of this kind. So it is really a free and simple solution for joining PDFs and creating PDF documents out of images.

I use an older version and it works OK. Unsure if this can also compress a bit.

Beware! It used to be working well to convert JPG to PDF, but version 1.90 now deletes the input JPG after conversion.

I've had this on my PC for a couple of years. I found it after very specifically searching for merging. It has worked remarkably well. Many suites don't include this function unless you buy their upper end packages.
